Initial Protocol
Today, 24 October 2008 in the town of Razgrad, establishing civil coalition National NGO Network for Civil Court Watch in Bulgaria by non- governmental organizations from all over the country for cooperation and the achievement of the objectives of the coalition through the exchange of information, experience, best practices and ideas.

In the constituent assembly took part- Annex 1

Agenda of the Constituent Assembly:
1. The purpose and mandate of the National NGO Network for Civil Court Watch;
2. Elaboration of rules of interaction between members of National NGO Network for Civil Court Watch;
3. Planning of the activities of National NGO Network for Civil Court Watch;
4. Coordination between members of National NGO Network for Civil Court Watch;
5. Membership

Were taken the following decisions:

On the First point on the agenda:
• The purpose of the Network is to develop and maintain high professional standards in the sphere of Civil Court Watch in Bulgaria.
• National NGO Network for Civil Court Watch shall be established for an indefinite period.

On the Second point of the agenda:
• Shall adopt rules for the work of the Network;
• Civil society organizations in the coalition shall cooperate with each other through the exchange of information, experience, best practices, projects and ideas;
• The organizations in coalition may affiliate for the implementation of joint projects and programs, the terms of which agree further;
• All participants in the coalition are equal, retain their independence and autonomy of the organizations.

On the Third point of the agenda:
• Organizations to seek financing programs and other opportunities for the realization of joint projects;
• The organization of regular meetings of the members of the coalition;
• Creation and development of the Internet-site of National coalition;

On the Fourth point of the agenda:
• Coordination of National NGO Network for Civil Court Watch is carried out by the Secretariat- NGOs Center in Razgrad;
• Means of communication: phone; fax; e-mail; mail; Internet-site with Forum;

On the Fifth point of the agenda:
• In the coalition members can be civil organizations from all over the country who share ideas for civil court watch of the Court.
• Each organization shall submit an application to which apply:
• -articles of Association of the organization;
• -up-to-date;
• -decision of the governing body to join the Coalition, under the Statute.
• Each organization- member of the National NGO Network for Civil Court Watch may terminate their membership at any time. This can be done through an application or document expressing the Act for termination to the leading organization in the coalition.
