Summery of the final report for civil court watch in Razgrad, Dobrich, Silistra, Turgoviste and Shumen
The report presents the general data and conclusions of civil monitoring that surveyed the
access of vulnerable groups to justice. It is implemented by the NGOs Centre in Razgrad within
the project "Transparent and effective judicial system in Northeast Bulgaria enjoying social
trust”, realized with the support of the “Trust for Civil Society in Central and Eastern Europe”"1
The monitoring was implemented in the period from October 2006 to July 2007 in the
courts of Razgrad, Dobrich, Silistra, Turgoviste and Shumen. The team of 12 volunteers
observed 684 court cases in 757 proceedings in which at least one of the parties is a
representative of a vulnerable group. The court watch results are presented in the analytic report
and in the summery of statistical data gathered within the observation process. The monitoring
scope is a territory of 13 946 square kilometers where 807 186 people live in 5 administrative
districts in North-east Bulgaria2.
